In China，an‘overloaded’coast—indicating unreasonable exploitation—can be judged in two ways:first，degradation of marine ecosystems resulting from coastal reclamation；second，idleness of new land resources and increased debt risk resulting from unsustainable，short-term mass reclamation affects the vitality of regional economic development（Yang et al.，2017）.In order to determine the‘overloaded’threshold，we used20 different coastal cities to calculate Cs and Cl.Values of Cs and Cl were grouped according to the known condition of marine ecosystems and regional economic development vitality in each city.The‘overloaded’threshold was then deduced from a histogram of Cs and Cl values to meet the needs of national sea use management.
