From the comparison of the above characteristics，it can be seen that there is a connection and difference between ecologicalization and industrialization.Ecologicalization does not negate industrialization，but carries out ecological transformation on the basis of industrialization.It puts ecological civilization in a prominent position，and integrates the whole process into the economic，political，social and cultural development.Taking Beijing's water resources utilization as an example，in 2016，Beijing's total water resources reached 3.506 billion m3.According to the year-end permanent resident population of 21，729，000，Beijing's per capita water resources are 161m3.The basic situation of the water cannot meet the needs of the residents.The industrialized technical solution is to improve the utilization of water resources–saving the resources，and perform transregional water transfer–broadening the sources.Beijing's agricultural water consumption has decreased from1.8 billion tons at the beginning of this century to current 600 million tons，and the high-water consumption industry has also moved out of Beijing，thus constantly improving the utilization efficiency or income of water resources.In 2016，the water intake of the middle line of the south-to-north water transfer project amounted to 1.063 billion m3.This kind of industrialization technology plan，which puts no emphasis on the consequences，will only intensify the ecological degradation of Beijing and increase social costs.Ecological transformation is to calculate the ecological capacity，determine the population based on water resources，and control and reduce the scale of Beijing's industry and population.However，the ecological scheme does not exclude water transfer project under the pattern of water conservation and man and nature co-prosperity.Ecological improvement is not to deny industrialization，but to smoothen the relationship between industrial civilization and ecological protection.In the era of agricultural civilization，productivity is low and human can only passively conform to nature.It is difficult for human society to jump out of the\""Malthusian trap\"".Industrialization and urbanization increased productivity，and transferred populations who may destruct ecology to industrial area and cities，thus reducing ecological pressures，and achieving partial recovery in a natural way.However，industrialized cities，to some extent，caused issues and overstepped the environmental red line，the ecological bottom line，and the resource ceiling.In this end，the drawbacks of industrial civilization have become prominent.Ecologicalization does not target to agricultural civilization，but reshape ecology on the basis of industrialization，and realize the man and nature co-prosperity.
