Through the formula，we obtained the consistency ratio .Since the consistency ratio was less than 0.1，it can be judged that the consistency of the judgment matrix is acceptable.Otherwise，it is required to make proper correction of the judgment matrix.The consistency test indicates that the characteristic vector value can be used as the weightof the element layer to the target layer.Similarly，we obtained the mutual factor weight of Level II indicators to Level I indicators and the weight of the maximum eigenvalueλmaxof the judgment matrix A1，A2，A3and Level II indicators.It can be seen from Table 2that the consistency ratio is less than 0.1，so through the consistency test，the characteristic vector can be used as the weight of Level II indicators to Level I indicators.
