According to Table 2，in different periods，the focus of investment in agricultural capital construction was different，mainly to suit the actual situation of agricultural production and the strategy of national agricultural development in that period.For example，in the period of\""Eleventh Five-Year Plan\""，the State Agriculture Comprehensive Development Office of the Ministry of Finance focused on the transformation of middle-and-lowyielding fields，while the high-quality farmland construction was at the demonstration project construction stage；in the period of\""Twelfth Five-Year Plan\""，the focus was shifted to high quality farmland construction，active promotion of agricultural industrialized development and cultivation of new agricultural operating entities，as well as transformation of medium-sized irrigation area water-saving facilities；in the period of\""Thirteenth Five-Year Plan\""，it still gave the top priority to the high quality farmland construc-tion，made up for the short board of agricultural industry chain，to promote the agricultural supply side structural reform，and support the development of poverty-stricken areas.The Ministry of Land and Resources focused on the land consolidation，reclamation，and development in the period of\""Eleventh Five-Year Plan\""，stressed the high quality farmland construction and land consolidation projects in the period of\""Twelfth Five-Year Plan\""，and gave priority to extending scientific and technological achievements，differentiated land consolidation policies，and preferential policies for poverty-stricken areas.From the period of\""Eleventh Five-Year Plan\""to the period of\""Twelfth Five-Year Plan\""，the Ministry of Water Resources changed from giving priority to construction of large irrigated areas to developing small farmland water conservancy facilities；In the period of\""Thirteenth Five-Year Plan\""，the Ministry of Water Resources continued the construction of small farmland water conservancy facilities，especially the construction of winter and spring farmland water conservancy facilities，to solve the problem of\""the last kilometer\""for farmland irrigation；in the period of\""Twelfth Five-Year Plan\""，the National Development and Reform Commission focused on the project of 50 billion kg grain field；in the period of\""Thirteenth Five-Year Plan\""，it continued to promote the high quality farmland construction and make effort to build high quality farmland that ensures safe grain ration.In the period of\""Eleventh Five-Year Plan\""，the Ministry of Agriculture focused on high quality farmland construction and a new round of\""vegetable basket\""project；in the period of\""Twelfth Five-Year Plan\""，it focused on developing small special projects，including grassland fire prevention infrastructure construction，standard farmland construction in national modern agriculture demonstration areas，seed project，plant protection project，and fishery projects（ranked according to investment amount）.
