At present，the competent authorities of agricultural capital construction investment in China mainly include State Agriculture Comprehensive Development Office of the Ministry of Finance，Land Consolidation Center of the Ministry of Land and Resources，Department of Rural Economy of National Development and Reform Commission，Department of Rural Water Conservancy，Ministry of Water Resources，and Department of Development and Planning of the Ministry of Agriculture.The capital construction investment of different departments focuses on different points.State Agriculture Comprehensive Development Office focuses on transformation of middle-and-low-yielding fields，high-quality farmland construction，integrated ecological management，and transformation of water saving facilities in irrigated areas.Land Consolidation Center of the Ministry of Land and Resources focuses on consolidation，reclamation，and development of farmland.Ministry of Water Resources focuses on farmland water conservancy projects，including irrigation and drainage projects.National Development and Reform Commission stresses 50 billion kg grain project and undertakes the management of several projects in cooperation with the Ministry of Agriculture.The Ministry of Agriculture has many construction projects，mainly including high quality farmland construction，modern agriculture public service capacity construction，grassland construction，agricultural biological resources protection projects，and agricultural waste resource utilization projects（Table 1）.
