The contents of three types of planning are compared in Table1，i.e.，five-year economic and social development planning，city comprehensive planning，and land use master planning，which are the most popular amongst multiple planning，to show the technical contradictions in multi-plan integration.Although the departments concerned all have the competence of spatial resource control，they have different professional appeals and management standards.The differences in interests and the overlapping of powers，together with the lack of effective connection and coordination，result in a great deal of repeated work，wasting of resources，incoordination，and even disconnection.Even though many policy documents，as well as the professional documents issued by the departments concerned，clearly require that one planning should be the basis for others and the planning and policies made by various departments should be well connected with each other，any spatial control policy of any department cannot have definite constraints on any others.
