The northwest area of Beijing is mountainous area and the southeast is plain area.In a total area of about 6，338 km2，the plain area accounts for 1/3 in the whole municipal area.In 2015，the total construction land scale in Beijing was about 3，570 km2，in which over80%was located in the plain area.The development intensity of plain area has reached 46%.Compared with the development intensity of other plain areas in similar scales，（3）the development intensity of the plain area of Beijing is generally lower than that of the Tokyo metropolitan area，basically equal to the land area of Shanghai，and higher than Grand Paris（see Table 1）.It is necessary to control and reduce the development intensity of plain area and cut down the total construction land scale in the plain area，so as to surround the city with natural landscape，reserve the nature for urban residents，and guarantee the suitable eco-environment in the plain area.
