China acceded to The New York Convention on the Recognition and Enforcement of Foreign Arbitral Awards(The New York Convention)in 1988 and the Convention on the Settlement of Investment Disputes between States and Nationals of Other States(The Washington Convention)in 1993.The latter convention regulates the ISDS system, and the former helps investors to get their awards enforced smoothly. Most countries along B&R have acceded to those two conventions, but there are still 12 countries which are not parties of The Washington Convention36and seven countries which are not parties of The New York Convention.37In those countries,it is hard for Chinese investors to settle the investment disputes or have arbitration awards enforced.
