Zhang Tingwei（2006）believes that essentially planning is a kind of institutional arrangement for the needs of local society at a given time and place and a kind of interests allocation mechanism.Along with the changed relationship between actors，planning assumptions and concepts will be reorganized，so will planning paradigms（Taylor，1998）.The main paradigm shift in Western urban planning theories is in line with the change of the relationship between main planning actors（government，market，and citizen）（see Table 1） .Therefore，the research on planning paradigms needs to analyze the social background and the relationship between planning actors.
