The FC first picks up the energy values subm itted by SUs in the history rounds.Hence，the FC can obtain the actual availability states of PU during the end of these history rounds[8]（e.g.by interacting with the PU station）.The energy values subm itted by SUs and PU states are listed in Tab.1.After the pretreatm ent of energy values，the norm alized energy values are show n in Tab.2.
