At present, the Arab region is one of the regions with the highest unemployment rate in the world, with an average unemployment rate of14%-20%(Table 2),of which Mauritania is the most serious, with an unemployment rate as high as 31.10%,and in the economically underdeveloped Palestinian and Libya, which was affected by the war,the unemployment rate was also up to 25.9%and 20.6%,respectively[3].It is known to all that the Arab countries implements polygamy, and the birth rate is extremely high.In the Middle East, young people under the age of 30 account for 60%of the total population[4]and maintain a rapid growth trend, and this phenomenon is also known as\""youth expansion\""[5].According to statistics, the unemployment rate of young people in the Arab countries is as high as 30%,accounting for 52%of the total unemployed population, much higher than other countries and regions.Besides, the oil and gas industry in the Gulf region is developed, but the oil and gas industry is a capital-intensive industry,it only provides limited jobs and is unable to meet actual demand. In the Gulf Cooperation Council(GCC)countries, the oil and gas industry contributes 50%of GDP,but it provides only 5%of the labor force[6].The high contribution rate of GDP in the oil and gas industry and the low supply rate of jobs make it impossible for young people who are pouring into the city to achieve full employment. They have to be separated from the streets of the city, living on the edge of the city or in slums, becoming new The poor group.
