To speed up this process,it is essential for China to accelerate agricultural policy transition at thenational level.As mentioned before,the previous growth-oriented agricultural policy is coming to an end with increasingly evident defects such as excessive chemical fertilizer consumption,highlighting the urgency of transition towards green agriculture that pursues quality and efficiency.Such a quality and efficiency-oriented policy is fundamentally different from previous growth-oriented policy in terms of overall environment,primary contradictions,policy targets,development models,reform approaches and policy instruments(see Table 6).In terms of policy targets,quality and efficiency-oriented policy aims to not only ensure food quality and safety,while yield growth is no longer the most important objective,but consolidate relevant factors and resources to enhance total factor productivity(TFP)and resource allocation efficiency.In terms of development model,China should pursue green agricultural development,including organic and ecological agriculture,and reduce the use of chemical fertilizers and pesticides.In terms of reform approaches,China must adjust growth-oriented approach,reduce supplyside resource mismatch and ineffective and inefficient supply,and increase effective and premium supply.In terms of policy instruments,China should adopt a portfolio of policies to cut cost,improve quality and efficiency and consolidate agricultural resources.Supply-side structural reforms and policy portfolio will provide fundamental antidotes to the structural contradictions facing China’s agricultural development and boost agricultural competitiveness and sustainability.
