The industry layout planning of Shenzhen went through a transformation from the departmental planning mode to a phased planning mode，that means a transformation from where the industrial department decides the industrial types while the planning department decides the spatial arrangement，which was popularized during the period from 2001 to 2007 to a transformation phased planning mode based on industrial chain，that is from headquarter，to manufacture，and then to creative research and development，which was popularized during the period from 2008 to 2011.Though many plans played a certain guiding influence on Shenzhen’s industrial development，the implementation effects of these plans were far from satisfactory.Therefore，the new Industry Layout Plan of Shenzhen（2012–2020）compiled in 2012 adjusted the planning thoughts.Instead of directly planning the spatial layout of a certain industry，it started from analyzing the spatial requirements and studying the layout rules of various industries and then put forward accordingly the planning countermeasures.Considering that the development of modern industry lays more emphasis on the influences of such factors as sciences and technology，service，cost，featured resources，and ecological environment，etc.，the plan firstly elaborated the specific connotations of these factors，as well as the characteristics of the industries that could be attracted，and then clarified the interrelationship between industries and spatial elements（see Table 1）.Dividing the industrial space of Shenzhen into five types according to industrial attribute，i.e.，central area，transition area，industrial park or zone，featured resources area，and ecological protection area，it put forward respectively the guidance for industrial development and functional development for each of the five types of zones（see Table 2）.In order to adapt to the rigid control on industrial land use，the plan enhanced the connection and coordination between industry layout and land use management by allocating the industrial land use index determined by the city master plan into standardized zones delimited by the statutory plan.It also put forward the planning requirements for defining the boundaries of industrial lands as control line，so as to guarantee necessary industrial space to fulfill the development demand of new industries（see Figure 3）.
